About tender filing

A tender is a formal request from a buyer, published with a Notice Inviting Tender (NIT) and a bid document. It states what is being bought, who is eligible, the documents required, the EMD, and the dates for submission and opening. Most tenders are submitted in two parts: a technical bid that proves eligibility, and a financial bid with your price.

Why it matters

Bids are often rejected before the price is opened. Common reasons are a missing experience certificate, turnover not matching the CA certificate, an affidavit in the wrong format, an unsigned page, or an EMD exemption claimed without the right proof. Under the General Financial Rules, EMD is usually between 2% and 5% of the estimated value, and registered MSEs and recognised startups are exempt where the tender allows it.

  2. Go or no-go: if you do not meet a condition, we tell you before any money is spent.

How is the fee decided?

By tender value: from ₹2,000 for tenders up to ₹10 lakh, ₹5,000 for ₹10 to 50 lakh, and ₹10,000 above ₹50 lakh. Simple GeM bids start at ₹1,000.
